A scan tool is a small handheld computer that connects to the vehicle onboard computer systems.

I really don't have a clue where you can get them, the ones we use at GM are from Kent Moore and can cost anywhere from 300 and up.

I do know there are several places online that sell them.

Try doing a google search for OBDII and gm scan tool, or Tech 2 scanners.
