No start - 95 Summit wagon. How to diagnose a bad ECU?

The car won't turn over at all. We've checked all the fuseable links, replaced the distributor...(I was told that was the problem). I have suspected the ecu from the beginning because the ECU's are prone to problems with Eclipses and Talons. I took the ECU out and looked it over and it doesn't have any smell or visable problems.

When the key is turned on the Check Engine/Service Engine light doesn't come on at all. I think it should and that no light at all means either a bad ECU or no power to the ECU?

Am I on the right track? Can someone help point me to were to locate relays to check and/or where to send the ECU for repairs?
