I'd start by swapping the bulbs L-R and see if the problem remains. If it moves to the other side, it's the bulb. If it stays, either you have a corrosion problem as ChaseMark said, or there is a chafed wire somewhere.

I've seen several posts where a chafed wire was found a few inches or less from the light housing.
