if youre gettin a 92-95 civic your best bet in my opinion would be to get one with high miles and swap a b-series engine into there. theres a lot of places that sell them on the internet (
www.jdmhondaparts.com has the best prices ive seen so far). for the turbo, i'd say go with a T3/T4 hybrid, but i couldnt tell you what kinda hp/torque figures to expect, it depends on the boost youre runnin among other things.
the best advice i think i could give you right now though is do your research, make sure you know everything there is to know about any and all work that you intend to do on this car before you commit to anything.
