Rear brake issue - I'm stumped!

Hey guys,

'89 Wrangler YJ. I've been having a problem where under hard braking rear driver side wheel locks up and pulls hard left. I opened up the rear pass. drum and suspected wheel cylinder bad, so I replaced it. Issue not resolved. I then replaced both rear sets of brake shoes, including cleaning the drum backing and lubricating sliding surfaces. Issue still not resolved. I've bled the rear pass. drum line multiple times.

When I jack up the rear and apply the brake, the rear driver wheel is tight and cannot be rotated, however the rear pass. wheel can rotate by hand (albeit with some friction). I'm stumped!

I don't think there's any air in the line since have bled multiple times with clear liquid coming thru. I know the pads/drum combo works since applying the e-brake firmly sets both rear wheels. How to you explain this left-to-right braking variability? I"m almost wondering if the rear pass. wheel cylinder is defective, although I doubt since it was exhibiting exact same issue with previous wheel cylinder. Any thoughts? I haven't bled rear driver wheel cyl but didn't see need to since only replaced rear pass.
