Fuel Efficient Family Car Suggestions

I'm looking for a new car for my family and am looking for suggestions. What I want:
  • Fuel efficiency at least 33 (highway) but the higher the better.
  • Size - enough room in the back seat for my three boys (young now but getting older), and as much cargo space as possible as we camp a lot.
  • Price 17k or less. I'm fine with a used one but hopefully as new as possible.
  • Decent safety features

What I've tried:
  • Honda fit - nice, but loud while driving and it was a little too small (narrow)
  • Volvo v60 - good choice, but can't find one for under 26k (used)
  • Golf Sportswagen - lots of cargo, car drove very nicely but passenger seat was cramped. Might be this is the best choice but not super excited.

Any thoughts would be welcome!
