They are pretty much the same since Canadian's was based off US standard. But Canada in general is more stricter and uniform than US. Since each state can have their own law regarding emission. California have one of USA's strictest emission control but not every state is like California.
Let me name an example. US allows Toyota to import MR2 Spyder however MR2 Spyder failed the Canadian emission control testing. Therefore Canadian government wouldn't allow it to be sold in Canada.
