You shouldn't have to jump any thing, just add R134a and it should cycle. If it's not, you need to see if power is getting to the compressor. It's a single wire on the bottom the right fan. If no power, the relay is shot. If it has power, the compressor is shot. If it did go bad you need to dump out the old compressor oil an make sure it's not metallic.
Make sure the fans and compressor are plugged seeing that a new rad/conden were installed.
