Very simply they are legal and very useful. I just want to find one that works on my TB.

Anybody find anything that works on TB’s with a 4.2L?
No state or county or city law can override federal law.
If you operate your vehicle on a federal funded highway you are subject to federal and EPA laws and regulations.

The EPA clean air act/law does not cover weather programmers are legal or not.
But does deal with and cover anyone tampering with emissions.

And provides a stiff penalty and also jail time for anyone that does.
