how to check voltage on 1998 ES300 EGR Position Sensor

I have a Lexus ES300 wtih the 3.0L V6 with 136K miles. It has a new battery and alterantor. How and where do I check the voltage on the EGR Position Sensor and/or related relay? DON'T tell me to check google, it has failed me in this search. I have an intermitant check engine light coming on with a p1410 code comeing on. When I check the voltage at the sensor (brown wire) I only get 4.9 volts. When I remove the sensor from the EGR assembly, I have no movement on the solenoid/sensor the small plunger doesn't move when the acc, on , started positions on the ignition. I'm wondering how to test the properly and/or replacing it. Thank you for any help given.
