The interesting thing about when someone Photoshops an image to hide details is that frequently the thumbnail displays the original image when viewed in Explorer on a PC. As a follow up to your post I went to see if any of the images I had of what we think is #070 fell victim to this "feature".
I ended up having three images in my folder of shots that seem to give a fairly good impression of what it says on the plate. I had never really looked at them closely before, but it appears to me that the license plate on the car we think is chassis #070 actually reads "
70" - hardly a coincidence I think?
I looked through the other silver Japanese F1s I had photos of, and #013 wore an "89-96" plate. I have no references of any plate for #063. I tend to think there is one other silver F1 in Japan that we haven't really accounted for so maybe this new image is that car. I must say I am surprised that an F1 at McLaren didn't have the license plate covered or removed - very rare to see that.
