I can apply vacuum to egr valve but it does not affect engine. The diaphragm does move open and freely with vacuum or by finger. Is the egr bad????

Have you ever repacked the wheel bearing? If not the inner hub seal may be leaking. Have you checked for any play in bearings by trying to move the wheel
while raised? Is the drum greasy also?

The EGR ports were surprisingly clean, none plugged. Used Felpro seals and gaskets.

tested battery and alternator with digital voltmeter (5 degrees F)

Battery w/o engine running. 12.38 V
Running fast idle. 14.98V
running fast idle under load 15.02V

OK, that makes sense as the airbag light has been on since I bought the vehicle. I do have a new clock spring just have not taken the time to install.

You may want to double check your steering rack to make sure it is ok with both inner tie rods being loose, hate to see you do all the work and find out your rack is bad.
