What is the legal minimum speed in highway in USA?

That depends on each individual state or jurisdiction. Basically there is no Federal minimum that I am aware of, and that the government has left it up to the individual states to set minimums on certain highways as they see fit. Here in NY I am aware of a minimum speed of 40 m.p.h. on I 787, and on the state Thruway, any vehicle traveling less than 40 m.p.h. must use their hazard lights.

Correct, '97, as far as I know there's no minimum speed by law.

However, many states have minimum speed limits for limited access highways, and that speed must be posted.

I'm of the opinion that one person going 20 below the posted speed limit is a bigger hazard than some one person exceeding the speed limit by the same amount.

I ask that because I watched a police pursuit TV emission and a police car has arrested a car that running at 40mph on highway for "running too slow". I don't know which state.

It's why I've been surprised. But policeman has took the correct decision cause the driver had cocaine with him. LOL

Typically they will use driving too slow or not maintaining lane position as "probably cause" to pull you over. While those alone are not illegal, it's a good indication that someone is under the influence of something.

The minimum speed on almost every stretch of highway here is 50, but their right, theres no federal minimum.

The minimum speed on major routes (if any) varies by state. As an example, in many jurisdictions the minimum speed on a 65 MPH Interstate is 45MPH.
