what are the rims called that look like they arent moving when your driving?

Yes, spinners are the ones that will start to rotate much more slowly than the wheels but appear to go on spinning when you come to a stop.

"Floaters" are the kind that are weighted, so they never spin when moving or stopped ................... unless the bearings seize, at which time you get a terrible off-balance shaking as you drive. :(

Ahhh, right. I guess I should have read the OP more closely.
