01 Explorer sport ABS problem at low speeds

I have been having a problem with my 01 Explorer Sport. When I come to a stop the abs kicks on, pedal pulses. There is no light and no codes. Tone rings seem ok and I didn't see any break in the front sensor wires. If Anyone can help it would be appreciated

The rear ABS sensor has been a known issue with this vintage of Explorer. It's mounted at the front of the differential housing.
