It is an adhesive backed aluminum foil that is stuck to a wax like paper that you trim the foil to slightly over sized of what you need, stick it to the model where you want "chrome" (mostly window trims, badges and smaller shiny parts) burnish it down to conform to the shape and adhere to the model, and then trim the excess with your hobby knife.
