There is a safety switch connected to the brake that prevents you from shifting out of park if you don't have the brake pressed. First, be sure that you have your foot on the brake when you are trying to shift, and then if it still doesn't shift troubleshoot the safety switch.

Some models have a little 1/4" dia round plastic trap door .... just forward and to the right of the shift handle-control. If the door is there, it can be pried up/off ... and a small round dowel/tool inserted to unlatch the shift handle lock. This is just to get one going when the switch suddenly fails.

If you don't have brake lights you won't be able to get it out of park. Make sure the fuse isn't blown. If it is diagnose a short to ground in the brake lights. If it isn't blown check the switch at the pedal.

Ford does not have an SRS code of three as far as I know.
I bet that it is 33.

31 All air bag(s) open
32 Drivers air bag open (usually clock spring or unplugged)
33 Open on pin 7

23 open ckt on sensor feed

13 internal crash sensor shorted to ground
