New power steering pump--same problem

I had posted earlier about my 99' JGL having a "heavy" turn (213K miles, original pump). When I turn the steering wheel to the left, it could take both arms to muscle it to turn. This only happens at lower speeds or like when trying to park. I replaced the steering fluid 4 times by using a turkey baster. I did have a very small leak also figured that might have part of the problem.

So I figured the pump was going out. I just replaced it with a new one today and lo and behold....same problem, but this time, the right turn is hard to do (sometimes). It's like not having power steering at all, very much on manual steering. Like the previous old pump, there is a slight "hissing" sound when turning the wheels at low and high speeds at times.

Is there another part that may be causing the problem? Another steering issue??

Tires are inflated to 32 lbs., alignment was done before all this happened, bleed the air out, new p/s hoses, etc....

possible gear box, make sure your steering components are not binding
