Check with your local government office, depending on what country your are in.
In California, you can purchase a vehicle and buy a one way trip permit as long as the vehicle is leaving California you pay no registration. To avoid state sales tax the vehicle must be put on a truck and driven the border of the state. Just make sure that whatever brand you are buying that you have access to parts in your country, for any future repairs.

The export part is easy, the import of any vehicle to another country will be subject to the import rules of that country, for a more detailed answer state the country along with type vehicle year and model.
