Cruise vacuum line on 90s Civics

we have 91 Civic with cruise control that does not work. i am hoping that problem is mostly because of hanging loose what looks like a vacuum line.
line is coming out of the front of the actuator housing, on driver side headlight spot.
i can not find what it is supposed to be connected to.
i looked at my son's 94 Civic, and his setup is exactly the same, except that his cc line is connected. to something.
his line goes down into the tire well and hides underneath the headlight wiring. instead of making it easier, we still don't know, what it is connected to.wiring is attached to the metal and there's no way of moving aside to find out, and i do not want to start cutting straps and such on his car.

does anyone, pretty please, know, what is that vacuum - if it's even a vacuum - connected to? i have that feeling that all models up to 95 have same hook up.
