2001 Power Steering presssure buildup

As car idles and I remove the PS cap, I hear a release of pressure from the opening and a mist of fluid comes out. Also it whines and noise increases as engine revs up.
Can it be the PS pump ?

Can it be the PS pump ?Yes, more than likely the PS pump is taking a dump, sorry!
