I'm a bit overdue for inspection, mainly because the odometer mileage does not show any longer on the IP cluster and I've been holding it off (inspection) till I get it repaired. I've researched the forum on how to repair it, but to no avail never had any time to do so. Anyways can I still get the Regal inspected. Is there a way a mechanic can tell/read the mileage possibly with a code scanner. Just a thought.

A regular mechanic or shop probably not. The odometer mileage is stored at the odometer module located in the IP Cluster. A GM dealership may be able to read it.
