I'm planning to buy a 1999 Honda Civic for $2900 From a dealer.

The problem is that I think it has too many miles. It has 163,660, then again I know nothing about cars

I called the dealer and they told me that the engine was changed as well as the timing belt, and that he has proof of it.

I think $2900 its really good price but I'm afraid it might break down.

What things should I consider if I decide to buy the car?

The car looks really good to physically.

I won't be making long trips but from one time to another I might take a 4 hour trip and if I decide to move to FL I'm planning to take the car with me driving of course but I m not really focusing on this at the time of buying it.

I have 78 hours to return the car if anything.

You know Honda's unlike other cars could go beyond 150k.

They told me a way to calculate the miles. It should be 18k a year as for that the miles are ok.

they say highway miles are not as bad as in city miles. how do I know if these are highway miles?

this would be my first car for I m a new driver.

ask the dealer for a carfax they might be trying to hide something 163 seems low to me for a civic engine to die out, also find out what kind of engine they replaced in there and how many miles are on that engine... IMO $2900 seems really low kbb has it at $3800 in good condition... also take it for a test drive and have a mechanic check everything over for you it might cost a little but better to spend that little now then buying a lemon and dumping loads in later...

I have a 2000 Honda Civic EX coupe w/ 156K miles on it and it runs like a champ. If properly maintained, there's no reason why the D16 engine won't last for 250K+. IMO.

Sounds fishy. No way the original d16y8 failed after 168k. Price is too low also. Look else where.
