1989 Corolla wagon RPM ramping

This wagon's rpms are ramping up and down, and sometimes stalling. I haven't hooked up a tac to find out for cetrain the range but it sounds like its fluctuating between 2000 and 5000 rpms.

If I cover the carburetor with my hand it runs stable, its as if the carb doesn't have enough vacuum to get the gas out of the carb.


I was thinking:
A massive vacuum leak
Gasket at base of carb cracked
Intake manifold gasket cracked
Deceleration fuel cutoff soleniod is frozen

The carb was supposedly "rebuilt" from this dealership we bought it from, they did a piss poor job.


If i were to hook up a vacuum gauge and look between 18-21 psi, where would i attach it too?
