Yea, do it when the tank is empty.

The nuts will be rusted so bad they will be useless to reuse. use a jack and a block of wood to support it. Straps should be re-usable pending you don't have to cut them to drop the tank. My nuts (tee hee) were soo badly rusted I had to cut the straps and then take an angle grinder to the nuts.

Man, your nuts must have been really old and crusty.

What I would do is soak any threaded fasteners in penetrating oil and let them sit for a couple hours. At work, if I think I may need to drop the tank, I give them a good soak, then I diagnose the problem. If it turns out I do have to drop the tank, they usually come out easily. They may not be reusable, but at least they should break loose. Also, an impact wrench is best for breaking rusted parts loose. A ratchet tends to twist bolts off, while an impact tends to break up the rust and let the bolt turn out. If it's extremely rusty, an impact will usually just snap the head off the bolt after a few seconds (time will vary with torque, mine is 750 ft lbs), which will at least save the straps which are sometimes special order.

How did the job go? I may have to do it too. Seems my fuel pump may be failing. I'm getting it checked.
Advice on rusted bolts. Go to a Marine Hardware or boat supply place and ask for a good rusted bolt oil. Several years ago, a friend's old Fiat needed a new water pump. And who in there right minds holds it on with about 20 metric sized bolts equivalent to about a number 4 screw? We tried removing two and of course they snapped. Went to the Marine shop, bought a can of the stuff and sprayed, waited about 40 minutes. Came off easy...
