1995 Eddid Bauer won't take an AC charge

1995 Eddid Bauer won't take a freon charge #1 The AC is running cool but not cold on my 1995 Eddie Bauer Explorer 4.0. Certainly not cold enough for the summer months in So. Calif.
#2. I tried putting R 134 on the low side. I have the AC and fans turned up when charging, but the compressor keeps short cycling every 7 or 8 seconds. I disconnected the relay and bridged a wire, so the compressor would run without short cycling. It didn't short cycle, but it still didn't let any freon in.
#3 The AC in my Eddie Bauer is the climate control digital one. The digital numbers are not luminous for some reason, so I can't tell what the temperature is.
#4 The fan blows fine.

Maybe there's some trick to charging this system. If so, please let me know. Any help will be greatly appreciated, and I thank you for your time.

You're going to need gauges on both the high and low sides to figure out where the issue likely lies here. An overcharged system can cause the compressor cycle to be short as well. And, if the system is overcharged, that may explain why it won't take any more refridgerant. When you had the relay bypassed was the temperature from the vents cold? Also, were you getting drips from the evaporator drain? Maybe the drain is plugged and the evaporator core is freezing up, although you mention the fan blows fine.
