I used microset and microsol. The decal still got this silvering under the white. I polished the surface smooth. Any idea, opinion, tricks, or method to save it? Should I remove it and put a round white decal under it? Where can I get blank racing round decal? I think I'll mask and paint that white
next time.

I don't think silvering is your problem..... It looks more like the white part of the decal is just too transparent..... painting the roundel white first or applying an opaque roundel first would seem to be the best solutions.

I have an early issue of this kit and I had feared the decals looked very transparent even when still on the backing sheet.

Looks like I need to get some newer decal from fujimi. Anyone got some spare #24 decal from their 330p4 kit?

From what I can tell of your pic I think you have two issues. Yes the white section is a bit too translucent - doubling up the white will fix that.
However, the major issue is that the surface of the paint you are applying the decal on isn't smooth enough, leading to the rough patchy "silvering".
The only way to avoid silvering is to get rid of all the lumps and bumps on the paint surface.
Whether by genius airbrush work or buffing and polishing like most of us.
