Power steering pump swap

I will be swapping the pump in a 95 Sable. I know the pulley will need to be pulled on to the pump. Is there a way to accomplish this with the pump out of the car? There is a bracket on top of the pump and I cant seem to get to the bolts to remove it (the pump)without removing the pulley and installing the pump and then installing the pulley. The problem is there isn't enough room to work the pulley on while its in the car. Can that bracket be removed as well. The car is a 3.0L and isn't the 24 valve motor. Any help will be great.

You need a tool to pull the pulley.

This is a picture of one. http://www.ebay.com/ has a lot of them from $10.00 + shipping to expensive ones. Search power steering pulley tool.
Auto Zone,Advance,Pep Boys,and O'Riley's have loaner tools.
