2004 Chevy Express, no run no start-- nothing

Van will not start. I have tried to track down a short in the system and now it will not start, or turn over with the key. I can remove the starter relay cover and engage the starter from there and it turns over fine, but still will not run. I did remove that entire fuse panel looking for the possible draw on the system and replaced it the same way. Is there a printed curcuit board in that fuse block under the hood? Could there a possibility that there could be a short in this fuse block? I am at a loss, please help!!!

Best to get a good wiring diagram and check all power feeds and fuses and fuse links and switch circuits.
You are losing voltage someplace.

I have traced the yellow wire from the ignition switch that feeds power to the starter circuit and I have power to the main fuse panel while the key is turned in the start position, from there I lose it.:banghead: It does not route to the starter relay like it should. This is why I am thinking it may be in the fuse bank itself, but this is the first venture with working on a Chevy so I am not sure of how they designed the system, is it a common ground system. I cannot find much material online for reference. Any help will be greatly appreciated...

As said you need a good wiring diagram.
Factory repair manual or a On Line all data sub.

The yellow wire from ign start goes to start Fuse.
From start fuse on purple wire it goes to VCM connector 2 wire 59.

From VCM connector c1 pin 39 yellow.black wire it goes to starter relay.
From starter relay on purple wire to starter solenoid.
