Try unhooking the A/C pressure transducer switch, see if that helps. Could also be ECT.

I assume you mean disconnecting the tranducer, right?
Have you tryed disconnecting battery for like 5 minutes or removed the IOD fuse to reset the computors?
What code numbers are you getting??
Have you checked the ECT?

Codes coming up are
P0172 sys to rich(Bank1) ne suggestions on this?
P1490 Low Speed system fan relay circuit fault(i even replaced the relays)
P1489 High Speed System fan relay control circuit fault(replaced Relay Still notta)
unhooked the ac transducer still fans are on

This is out of a 2002 Intrepid FSM but should pretty much pertain:
Coolant fans continually running; Possible causes,
1-Fan Relay, PCM or Engine Coolant temperature sensor possibly defective.
2- Check for low coolant level.
3-A/C pressure transducer defective.
According to FSM these compotents effect fan control:
1-A/C pressure transducer
2-PCM
3-Coolant temperature sensor
4-Intake AIr Temperature sensor
5-Output Speed Sensor
6-Transmission Oil Temoperature Sensor putput to PCM.
P0172----1/1Fuel System Rich///A rich iar/fuel mixturehas bee indicatedby an abnormally lean correction factor.
P1489-Open or shorted condition detected in the control circuit of the high speed radiator fan control relay.
P1490- Open or shorted condtiondetected in the control circuit of the low speed radiator fan control relay.
Do you have relays for radiator fan in the Power Distribution Center and between the cooling fans??
Have you checked the ECT??
