Turning signals don`t blink.

I searched through some old posts before I started a new thread. My gf`s 1998 Olds 88 has a problem. When you use the turning signals,either the left or right,they don`t blink,but light up and stay on steadily. I found a post here where the guy said the "flasher" needs to be replaced. Did he mean the relay? If so,where is it located on the car? Here`s the post I found by searching:

Look under you steering column mount and you should find a small canister shaped flasher.Try replacing that first.:grinyes:
