f-250 fuel delivery problem

Ok so I have a 96 f-250 crew cab short bed with a 460. It has dual tanks as most of the older trucks have.

Anyways there truck is really hesitant on the front tank. It feels like it has no power at Wide Open Throttle. It does fine until about half throttle then it falls on it's face. When I switch to the back tank, it has a crap load of power like it should. I am thinking a fuel filter, but I thought they have a common filter on the frame. Could anyone lead me in the right direction?

I used to have a 77 F-250 460 with dual tanks, mine had a valve that switched between the tanks that was right underneath the driver's seat on the bottom side of the truck, it is possible that this valve is stuck and not opening all the way. On your truck I'm not sure where this would be, where ever it is I would clamp off all three hoses (mine were rubber) and remove them and see what is going on inside the valve.
