94 passat electric windows

Just bought a 94 passat. Electric windows don't work. We were told it's either a fuse or relay. Where are they located? All ready looked on the fuse panel on the left and it wasn't there. Thanks for your help.

The relays are located under the back seat. Look for a pull loop they both lift right up.
