Looking for an electrical expert - 99 Intrepid

I am helping a friend with his 1999 Dodge Intrepid 2.7L and need help with some diagnostic steps or anyone with knowledge of this problem.
I will list the complaint and the diagnostic steps I have taken so far......

complaint: Turn signals and hazzard flashers inoperable

1. I checked the 10 AMP turn signal fuse ( inside of veh. drivers side ) - Good

2. Checked the 20 AMP hazzard fuse in the distribution box under hood - Bad

3. Replaced 20 AMP hazzard fuse in distribution box and it immediately blew out.

4. I replaced the combination turn signal/ hazzard flasher and then installed another 20 AMP hazzard fuse ( fuse immediately blew out )

5. I removed the turn signal/ combination ( multi-function) switch from steering column, left the new flasher in and then reconnected the neg. remote battery connection, installed another new 20 AMP hazzard fuse and now fuse will not blow out.

If I had to take a guess at this point I would say I have a short inside the turn signal ( multi-function switch ) asy. As most know that is an expensive part to try and if it doesent fix it, of course cannot return it.
I only own GM cars and fairly familiar with them and not Dodge/Chrysler products.

Any help in the next step of diagnosis or any common problems you know of based off of the above so far will be helpfull.
