90 civic fuel prob

I'm buying a 1990 Civic from my boss. He says that it runs fine until you go to give it alot of gas. He said if you press down slowly it will run fine. However if you're on the highway trying to pass someone or give it gas to go up a hill, it dies. He said that he's disconnected the fuel line and dumped out the excess fuel and then it started back up. What could be causing this? Any help is greatly appreciated.

Okay I might sound stupid but what do you mean the dizzy? I'm not too inclined with vehicles.
