98 blazer stuck between 4hi & 4lo

was stuck in 4hi would not do anything, could hear clicks in dash, checked actuator under battery, seems to be working, replaced encoder motor checked and replaced some vac lines, now goes from 4hi to 4lo great but will not go in to 4hi or neutral, when push 2hi hear tccm clicking, light flashes, can hear encoder motor moving but goes back to 4hi, also replaced vac. switch on transfer case.

Which transfer case?
Why was encoder motor replaced?
Was it a new on or used or rebuilt?

it has 233 case, with 3 buttons replaced motor because could not hear it doing anything.

New or used motor?
Does all shift buttons come on for a bulb test and then go off?
Ground pin 13 on diagnostic connector and check for codes on shift buttons.
Post back code no.

it is a used motor, grounded pin 13 flashes code 1

Code no 1 is lose of ram stanby power to TCCM.
Check pin 6 for battery power to fuse box for lose of power.
If it is good and hot all time key on and off repace TCCM.

Also sometimes a battery disconnect will bring back shifting.
Also clears codes and lets younrecheck codes again.

i have been driving this with vac actuator under batt. unplugged front end releases so atleast is not locked in but transfer case still is. tried to get it to go in 2hi with vac unplugged and still wont spent hours reading forums and articles and spent days out in yard with 6'' snow very cold to keep getting let down. it seems from what i read code 1 is normal?

Never heard of a code being normal.

Clear codes and see what comes back and what it does.

Look on C plugin on TCCM No 6 wire/pin will be orage color.
It is feed by 4W drive fuse no 15 from under hood fuse box.
Needs to have 12 volts all the time.

i checked for power on pin 6 had power at all times. do i just pull the 2 fuses and cycle key 5 times?

You can pull all fuses or disconnect neg battery cabel to reset and clear codes on it.
Let us know what that does.

i pulled neg wire for bout 15 to 20 min. hooked back up started shut off checked codes and again had code 1

If code will not clear and you have good 12 volts on pin C6 all of the time next step is to replace the TCCM module.
