1996 voyageur recirculated air door stuck?

Hello, since this recent cold snap here in ontario, I have discovered that my van is becoming incredibly fogged up inside while i'm driving. I knew that recirculated air can cause the windows to become incredibly foggy. After comparing my van with my father-in-laws (exact same one) I notice that when he presses his recirc button, I can hear the door opening and closing. On mine, I dont. So either it's something electronic or it's stuck. Anyone have any ideas for me to explore further? I am in dire need as it's very dangerous for me to drive with the windows this foggy.

OK, so mine did that too. There is an actuator on the bottom side of the hvac ducting IIRC above the passenger's feet. It is right up against the firewall. I tried to remove it, but was unsuccessful. However, I was able to loosen at least one of the mounting screws while standing on my head under there, I can't remember if I went through the glovebox or not -- but anyhow, since I couldn't remove it, I hauled on it and wiggled, then replaced the screw -- a miracle happened -- and the recirc started working properly again. It's been a couple of years with no further problems with it. Recirc does make it fog up real fast.
