For the burn, I took a burnout from another pic, resized it, cut out everything around it that I didn't want with the eraser tool, and smudged the edges with the smudge tool.. made it look nice and whispy. I used 3 different layers to create the burnout, two to make the passenger wheel smoke bigger, and one to make the driver side smoke in the background.
