95 plymouth neon ignition problem

All the lights and fuel pump come on but engine wont turn over. I have to jiggle the key in the ignition to get the heat to come on.

first off some might say ignition switch so that would be a start but try this bypass the ignition switch and try and jump the starter if that works you have no power to the s+ terminal on the starter
