I'm guessing that its fish eyes, but I honestly can't really tell due to the quality of the pic. Maybe a clearer pic would tell us more?

Also looks like fish-eye and not orange peel to me also.

This is normally caused by contaminants in the paint/on the surface/in your air hose.

Since this has happened during your clear coat it can in all probability be sanded down and re-coated with clear. Try before you start stripping!

I had the same happen to me once - description and solution HERE (http://www.automotiveforums.com/vbulletin/showpost.php?p=4214696&postcount=25)

I agree with the explanation about moisture in the air. This happened me several times. There are other reasons, for example I forgot to clean the WD40 I use to apply to the airbrush after to clean it, or the paint was old or contaminated with different thinners, or the thinner had water from condensation....etc. Also this can happen painting over the decals, I use to san decals a little because they still could have parafine.
As it was commented you have to sand, but be sure that the surface must absolutely matt, if you see still some spot then you will have problems there, as the fish-eye will be greater after the new clearcoating.
