Tailgate ajar and suspension air down

Recently did a rear shock swap on an 03 Lincoln Navigator. After swap, rear air bags will not air up and the tailgate ajar light is on along with all interior lights.

Anyideas? I think the rear stays aired down because it thinks the rear tailgate is open
