Help w/ changing the fuel filter on 99 Passat?

Can anyone give me a bit of advice on changing the fuel filter on a 99 Passat? The shop also recommended having the fuel injector/ throttle body service. Is that something I can do myself? The problem I'm experiencing is the car sometimes acts like it's not gonna start. Thanks
