98 Cav Parking brake

One of my parking brake cables finally broke and all were rusted bad so I relaced them all. the 2 small cables leading into the drums work perfectly. But the main parking cable running up to the parking brake handle is not working so well. It will engage the brakes just fine but will not release the cable all the way. If I leave the center console out I can push the cable back with a screw driver fairly easily but it will not back off on it's own. I can push and pull the cable fairly easily when it is not connected and it seems to slide ok with a little resistance which seems normal to me.
Any clues???

Make sure all the springs are in place on the shoes, if they are, I'd say you got a bad cable.
