Fuel pump wont shut off on a 99 s10

I have a 99 s-10 with a 2.2 in it. The fuel pump will not shut off it continuously runs even with the relay pulled the only way i can get it to shut off is to pull the both harnesses off of the ecm. Also none of the gauges will come on and the radio will not shut off with the ignition in the forward position. I found where the grounds for (the strap, and negative on the battery) they where on a bracket that was completely broken. I mounted those back onto the vehicle. Does it make a difference if they are mounted to that bracket (the bracket is under a cover for the A/C condensor). I just bought this truck from a guy and i am trying to get it running again. I thought maybe an ECM problem. Please help.

You have a bad wiring and or a ign switch problem.

Best to get a good wiring diagram and go over the ign switch feeds and the fuel pump wiring circuit.
On the grounds find a good ground spot and ground them.

The gray wire feeds power to the fuel pump by way of fuel pump relay and also feeds the injectors.
Make sure it is not shorted out some place to 12 volts and someone has not run a kjumpoer to it.
