Fast Idle Upon Cold Start

I have a 1996 4runner limited (3.4 litre) that upon start up idles 3000+ RPM.
After warming the idle returns back to normal. Can anyone suggest where to look first without having a OBD II scan tool?

Most auto parts stores will scan your vehicle for free, give it a shot.
