2000 Metro LSi water pump and timing belt

I'm in the middle of a water pump install on my Mom's 2000 Metro 1.3L. While I was reassembling the timing belt and tensioner, I found some little metal bushings (2) in my bowl of bolts. I couldn't figure out where they go, so I left them out and the timing belt seems to be installed correctly. I turned the motor over a few times by hand and everything seems fine, but I don't like having parts left over... The bushings are only about a 1/4 inch long and look like little tiny pipes, like they fit over a bolt as a spacer, but they didn't fit over any bolts that I had. Does anyone know where they may have come from?

Also, there was a spring on the tensioner. I put it on, turned the engine over twice, and locked the tensioner down like the manual I have says to do. Is this spring only there for itnitial tensioning? Do I need to leave any slack in the tensioner so the spring can compensate for wear in the belt?

Spring is just for initial tension, many guys give it a little extra push as they tighten it up.

Spacers might be from the timing belt cover bolts.

I had to take the alternator to work to use the drill press (broken bolt that also broke a bolt-out). Anyway, the spacers are from the timing cover (thanks). Before I put everything back together, I'd like a confirmation on where the belt is supposed to ride on the cam gear. On most cars that I've seen, it rides in the middle of the gear, but the Metro's belt keeps walking back to where it is flush with the outside edge. It doesn't walk any farther than that, so I'm assuming its ok. Anyone know for sure?

Actually, upon further inspection, the belt is slowly creeping off of both the crank and the cam. Could the belt be a tooth off?

The accessory drive pulley holds it on.

The Metro should be back on the road tomorrow. I just need to get the last bit of air out of the cooling system. Thanks for your help.
