OBD II style connector on an OBD I vechile

I tried to use a paper clip to read diagnostic codes on my car but when I do it and turn the key to run the engine light stays on but it will not blink and the battery light stays on. The connector is an 16 pin OBD II connector but it is on a 1995 pontiac sunfire that is an OBD I. I did try the OBD II first but it was reading errors.

I'm not sure about the Pontiac but some of the gm's from 95 have obdI with obdII connectors. Weird.
