Pre buying help

Hey, I'm 19 and am buying my first car. I support myself and go to school and a friend of a good friend of mine says that I can buy his 1991 Geo Prizm for $700. I looked up the Kelly Blue Book price and it said about $600-$1000. I'm about to go over and take a look at the car and I wanted to know what to look for before I buy. I spoke to my brother and he suggested I:

-ask whats wrong with it (wow, didn't think of that)
-ask whether or not it's been smogged. (If its not smogged, I can't get insurance??)
-what kind of work been done to it
-check the tires (for what?)
-miles (I haven't looked at it yet, so I can't give you a number yet, but I will)
-last oil change

Is there anything else I should look for or think about before buying the car?
