I have a problem, When it rains the wipers, and heater fan stop working when starting my car. sometimes when it isn't raining they wont work for a while after starting the engine then both kick in at the same time.

Is there a relay that controls both?

Fortunatley i live in Portland OR and it rarely rains here.
