exhaust manifold studs

I have an '88 CRX Si with the original motor. One of the studs for the exhaust manifold is stuck on there like a mother, I did the old trick of putting two bolts on it and turning the inside one. The stud will NOT budge. I have tried that pb blaster stuff, it didn't help, tried heating it with a heat gun ... no dice. I broke the one off in the center on the bottom a long time ago and I'm afraid this one will snap too. If I do manage to get the one off, how do I get to the broken one ? Only the smooth part of it is left, so like 1/4 - 1/2". One last question, what do you normally torque these things to ?

there's a tool for that, its a drill bit w/ reversed threads. you would reverse it in then turn it manually to pull it out. same thing happened on my d15b2, havent pulled them out yet tho.
